The Integration of Homeland Security Initiatives Across Federal, State, and Local Boundaries
“This paper addresses the challenges of managing Homeland Security (HLS) initiatives that cross federal, state, and local boundaries. It also makes recommendations on how to improve the chance for stakeholder success at all levels.
As HLS efforts come to
include stakeholders at the federal, state, and local levels, boundaries will be crossed
and issues will arise. If not managed properly, issues such as funding, common mission and vision, managing requirements, success
criteria, and program management can inhibit success.
Communication and an understanding of the various stakeholders’ needs is a must. All too often, one assumes one knows what is best for the other, but this is rarely the case. A broad understanding of the federal acquisition process, program management, and user/practitioner requirements is at the core of improving the chance for success. Easy to state, but hard to do, successful program managers know how to balance needs with funding and communicate in all directions.”
